Imitation Jewellery Exportation Policy

In 2010, General Administration of Quality Supervision and Quarantine and General Administration of Customs released the notice of "Adjustment <the entry-exit inspection and quarantine institutions implement Catalog of entry-exit inspection and quarantine (2011)> ". The notice required that the regulatory conditions of 7117110000 (base metal cuff links, buckles), 7117190000 (other base metal imitation jewelry), 7117900000 (Other Imitation Jewelry) are adjusted from blank to A/B. A means Customs Clearance Form of Import Goods (Import Inspection); B means Customs Clearance Form of Export Goods (Export Inspection).Jewelry manufactures and Foreign Trade Companies should pay attention to the Customs’ requirements while delivering the goods in order to avoid delaying shipping time.

Two months has passed. How do our jewelry enterprises deal with exporting jewelry inspection? Bearing with these questions, Chinese Jewelry Web editors were divided into 3 groups, and individually went to Guangzhou, Qingdao, Yiwu. In Yiwu, the editors has face to face interview for several hundreds jewelry enterprises. From this issue, we will continuously report how jewelry enterprises deal with exporting jewelry inspection, which was announced by General Administration of Quality Supervision and Quarantine and General Administration of Customs.

Yiwu

As it is understood, there is no difference between inspection procedures of jewelry and other products. The targets of inspection are divided into two types. They are Registered Manufacturing Enterprises and Registered Foreign Trade Companies in Yiwu. The basic requirements of exporting jewelry inspection are divided into Physical Performance and Chemical Performance. Among them, Physical Performance includes non-flash, non-cracks, well mixed plating, integrity packing, non-loose accessory and the weight confirms to the contract. And Chemical Performance includes that heavy metal confirms to importing countries’ requirements and jewelry made of animal fur, wood should do related inspection. The relevant statistics show that in January of this year, there are more than 1200 batches of jewelries are exported after new inspection laws were announced and the value is nearly USD13.000.000. There are 2909 imitation jewelry manufactures in Yiwu with an annual sale of RMB22.000.000.000. Among them, 70% were exported and the products are sold in more than 170countries and regions. Yiwu is the important area of manufacturing and exporting imitation jewelry.

Editor's note: In order to help more jewelry enterprises to clarify all aspects of exporting jewelry inspection, we interviewed Miss Ji, who is a foreign trading professional from a large jewelry company in Yiwu. (Because she isn’t willing to tell us her real name, we use Miss Ji as her pseudonym) Miss ji has devoted herself to jewelry foreign trading for many years. She knows well of this inspection policies and detailed operation methods. Now, she is also one of the main operators for jewelry inspection in the company.

Chinese Jewelry Web’s reporter (reporter for short): Miss Ji, how are you! I, from Chinese Jewelry Web, want to ask you some questions about Jewelry Inspection..

Miss Ji: It’s ok.

Reporter: As a professional of jewelry industry. Could please let us know how jewelry enterprises declare inspection and what are the procedures?

Miss Ji: Firstly, Jewelry enterprises register. Secondly, Jewelry enterprises put the first sample on record. That means products, which will be exported, should be tested. The testing period is 3days, but nickel is 7dyas. Thirdly, you can declare inspection when 80% of the goods are finished and you should order the inspection one day in advance.

Reporter: How much does the inspection fee per order cost?

Miss Ji: The testing period for lead and cadmium is usually 3 days and the testing fee is RMB150/item and nickel is 600/item. The detailed list hasn’t yet been announced. These testing fees were mentioned on the training meeting for quality supervisor of exporting jewelry enterprises on Mar.1st

Reporter: Now, are lead, cadmium and nickel the main testing contents?

Miss Ji: The standard between European Union and the United States is different. For different materials, the requirements are also different. But one point is same, which is cadmium and cadmium alloys material are banned to produce jewelry, which required by State Quality Inspection Letter 〔2010〕 1014 and t State Quality Inspection Letter 〔2010〕 55 document. Detailed information should be found in basic requirements of exporting.

Reporter: Is there any requirements for qualification of Jewelry enterprises’ to attend inspection?

Miss Ji: There are some requirements for enterprises when they register. If they pass the registration, they are qualified to attend the inspection.

Reporter: How can those un- registered enterprises attend the inspection?

Miss Ji: Now, those un-registered enterprises can export goods through agent. However, this means their goods are inspected on Inspection and Quarantine 3, but manufactures’ goods are inspected onInspection and Quarantine 2.

Report: Somebody says the goods can be exported without inspection from HK. Is this true?

Miss Ji: Now it’s true. But it isn’t a good choice of exporting from HK, which may cause returning goods and punishment. You can see the report on the internet.

Reporter: Another question, do those samples, which are shipped by express, need inspection?

Miss Ji: If products need to apply to custom, they should also be inspected. However, if the weight and value isn’t large, they can be exported as samples.

Reporter: As a professional of jewelry industry, what’s your opinion of this jewelry inspection? What impacts does it may cause? How jewelry enterprises deal with the inspection?

Miss Ji: Generally speaking, this inspection provides us both challenge and opportunity. On one hand, it is a big challenge for Yiwu Jewelry Industry. On the other hand, it is also a good opportunity for standard enterprises. Inspection means regulate Yiwu Jewelry industry and promote industry image. At the same time, it has a positive impact promote Yiwu Jewelry Industry’s international image. Now, enterprises can declare classification, which provide convenient to outstanding enterprises. At the same time, it is a strict supervision for unqualified enterprises.

Reporter: Now there is a saying that most of Yiwu’s exporting jewelries are low-level products. These low-level products can’t be exported according to inspection requirements. Will this impact the development of whole jewelry industry?

Mis Ji: There is low level and high level of products. The distinction is based on customers’ market demand. What’s more, besides EU and USA, our country still announced other countries’ exporting standards. Jewelry inspection has a positive impact on enterprises’ management ability, such as control producing procedures, researching, training, internal inspection, supplier management, quality control, tracking etc. Survival of the fittest and upgrading the industry force jewelry enterprises to grow up, which is a good matter and can change people’s opinion about Yiwu.

Reporter: Those low level products, which required by Middle East and Africa can’t be exported or in another word, the price increase. Will their demands transfer to Vietnam or India?

Miss Ji: It is not a permanent solution for transfer the manufacture base. The key point is that the enterprises should promote themselves. More market can be earned by decreasing cost, promoting enterprises’ management ability and researching.

Reporter: After all, Yiwu market faced most foreign emerging markets. Most of Yiwu’s markets belong to low level industry. Will this inspection impact the whole market as the Financial Crisis of 2008?

Miss Ji: In the meeting on Mar.1^st, it is mentioned that some documents already be submitted, but it couldn’t finally be passed by province. Therefore, we can’t forecast the detailed information. Shuffle is in the affirmative and the impacts exist objectively. However, the impacts are just for small workshops, non-standardized enterprises.

Reporter: That’s means our country force enterprises to transfer and upgrade industry through policies, which would be cruel for a short time. However, it is useful for long-time development.

Miss Ji: Yes, but it is an opportunity for standard enterprises.

Reporter: Could tell us what chances?

Miss Ji: Regulated enterprises own more market space, because there must be survival of the fittest during shuffle, but the market demand space is limited. Recently, for many jewelry enterprises would be in a confused period. However, it is not as cruel as other people say after you operate one or two orders.

Reporter: I agree with your views. actually, many jewelry enterprises are just waiting.

As it understood that Yi Inspection and Quarantine Bureau has done a lot of practical work after the announcement of Inspection Policies. They contact with Jewelry Industry Associations and freely help the enterprises establish Quality Management System. Now, there are more than 50 enterprises participated the previous training and registered. Among them, five jewelry companies were identified as business model. Another training activity will be hold in March in Yiwu, which allow more jewelry enterprises to understand Inspection and register positively.
